Why is my car A/C blowing warm air?

Low refrigerant from a leak is the most common cause, but it is far from the only one. A failed compressor or clutch, a blend door actuator stuck on the heat side, a pressure or temperature sensor reading out of range, or a climate control module not commanding the system on will all produce warm air from the vents. They need to be told apart by testing, because the symptom is identical.

Do I just need an A/C recharge?

Probably not on its own. Refrigerant is not consumed the way fuel or oil is. If the system is low, it leaked out somewhere. Recharging without finding and repairing the leak means the air conditioning goes warm again, usually within weeks, and you pay for refrigerant twice.

Why is my A/C cold when driving but warm when I stop?

That pattern usually points to airflow across the condenser. At speed there is enough air moving through the front of the car to shed heat, but at idle the cooling fan has to do that job. A failed fan, fan relay, or fan control module is a common cause, as is a blocked or damaged condenser.
